French Interior Minister Manuel Valls launched a circular on new regulations on legalizing the status of illegal immigrants at the Council of Ministers。He explained that currently provinces vary widely in approving legalization of the undocumented, and the new regulations are designed to end this situation。Many humanitarian organizations in France are not satisfied with the new rules, saying that the conditions for approval are still too onerous;Right-wing parties immediately warned that France would face a flood of undocumented people seeking legal status。

Agence France-Presse reported on November 28 that the new circular clarified the conditions under which foreigners with illegal status could obtain residence permits。Mr Valls said the circular was "strict" because it required illegal immigrants to live in France for more than five years before they could apply, but "fair" because it set uniform criteria that would allow applicants to be treated the same throughout France。

The other main requirements are that parents who have a child who has attended school for at least three years and who have lived in France for at least five years can be granted a residence permit。For the first time, it will be possible to legalize the entire family if both parents are undocumented。

The Association for the Undocumented had wanted children to stay in school for a maximum of two years。Their feelings are "mixed"。The French Association of Places of Refuge regretted that the new criteria were highly restrictive for families。

The fate of young people over the age of 18 is also controversial。The new circular provides for granting them residence permits if they can produce proof that they have attended school in France for at least two years, are "not absent from school and are serious in their studies".。

The Association for Education Without Borders Network (RESF) fights for the legalization of the status of all undocumented high school students。The association immediately announced it would "mobilize" to force the government to change the standard。Moillon, a member of the Association for Education Without Borders, noted that there had been some progress in the circular, which allowed the legalization of the status of young people who entered France before the age of 16, as opposed to before the age of 13。However, the circular attached many conditions, limiting the scope of implementation。

The issue of salaried employees was more common, although the circular did not address the issue of illegal work。

The circular states the conditions for the length of residence in France (3 to 7 years), the length of work (8 to 30 months) and the actual work (with a pre-recruitment Labour contract)。

To apply for legal status, undocumented people must have lived in France for five years and worked for at least 12 months with the same employer。It is also a problem that existing regulations vary widely among provinces。

The new circular allows for a change of employer。Ms Blanche, a member of the General Confederation of Labour (CGT), applauded this。At the end of the day, she points out, it's not as vague as it used to be, but it's still too complicated。In addition, it is unclear how the provincial government will implement the new circular letter。
